Approval Obtained: Great Common Farm
In a landmark planning achievement, Dyason Developments, alongside Cheffins and NP Architects, has successfully obtained delegated planning approval at Great Common Farm for a scheme to refurbish a grade 2 listed farmhouse and develop the surrounding historic farmyard into four new family dwellings. Despite the development not strictly adhering to the precise wording of planning policy, the proposal was designed to enhance the setting of the listed building and improve the existing public right of way which was deemed to significantly outweigh the departure from policy.The primary challenge lay in navigating Policy S/7 of the South Cambridgeshire Local Plan (2018), which restricts development outside development frameworks except under specific circumstances. The application sought permission for new dwellings outside of the Development Framework, necessitating consideration of other policies within the Local Plan. Policy H/17, which allows for the adaptation of redundant buildings in rural areas for residential use, was particularly relevant. Although the proposal involved the demolition and rebuilding of the majority of the existing structures, it was designed to closely match the existing footprints and scale, thereby aligning with the spirit of Policy H/17.
One of the most compelling aspects of Great Common Farm was its sensitivity to the site's historical and environmental context. The new dwellings were designed to enhance the immediate setting of the Grade II listed farmhouse, with careful attention to massing, materials, and landscaping. The design highlighted how the new buildings would be sited on similar footprints to the existing ones, ensuring minimal impact on the visual landscape and preserving the site's agricultural heritage.
Crucially, the success of Great Common Farm hinged on having a dedicated and proactive planning case officer. Their ability to see beyond the strict confines of policy and recognise the broader benefits of the scheme was instrumental in reaching a positive decision. The officer's engagement and guidance throughout the process underscored the importance of collaboration and a balanced approach to sustainable development.
By prioritising the enhancement of a historic setting, the project highlights how careful planning and collaboration can overcome significant planning challenges. This case underscores the importance of a proactive approach to planning policy, one that considers the broader benefits to the community and environment.
